“The past 15 years were marked by many improvements in the judiciary that have allowed for more efficient work and service to citizens. These changes have resulted in change of mindsets and the ability to be accountable to citizens. This has also led to a decrease in delayed trials. There has been significant progress but a lot of work remains ahead of us. You have seen that when I meet citizens in the country or abroad, the issue of mismanaged cases always comes up. This is a reflection of shortcomings across many institutions and should serve as a reminder to improve. We have to learn from our failures and work to correct them.” President Kagame remarks at the Official Launch of the 2019-2020 Judicial Year.
