President Paul Kagame has called upon all leaders to accord due value to the oath they take while swearing in to their various public offices.
He made this appeal when he presided over the swearing in ceremony that brought in the new Minister in the President’s Office in charge of ICT, Dr. Ignace Gahangara Gatare and Brig Gen. Emmanuel Gasana, the new Commissioner General of Police which took place on November 10, 2009 at Parliament building, Kimuhurura.
He emphasised that for leaders to achieve the set objectives aimed at elevating the lives of the Rwandan people, they have to do so through hard work, commitment, patriotism and good governance practices.

Honorable Dr. Ignace Gatare, an electrical Engineer, comes into cabinet to replace Professor Romain Murenzi while Brigadier General Gasana Emmanuel, formerly of the Rwanda Defense Forces, will be replacing Mary Gahonzire as Commissioner General for Police.
